Abstract
OBTS provides for the collection, maintenance, dissemination, and analysis of offender-related transactions occurring throughout the State's criminal justice system. In addition, the OBTS program provides a vehicle for the collection and dissemination of management and planning information for both State and participating agency analysis. OBTS can provide information on previous convictions, on whether an offender should be considered dangerous or an escape risk, on other cases pending for offenders, on bonding considerations relative to previous records, and on aspects relative to plea negotiations and sentencing. The training kit contains an orientation to OBTS using slides and a tape narrative; fingerprint training materials, including slides, a tape narrative, a lesson plan, a list of offenses for which fingerprints are necessary, and fingerprint handouts; and an in-house criminal data training packet and test. The criminal data training packet is designed as a guide to the processing of criminal history data received at the Georgia Crime Information Center (GCIC) -- the home of OBTS. Also included is an updated list (August 1979) of crimes and offenses for which the GCIC is authorized to collect and file identifying data.
