Abstract
Explanations of the fundamentals of the board's structure and operations encompass such matters as the board's major duties, rulemaking authority, attorney representation, records, and communications. A detailed explanation of parole decisionmaking procedures addresses such issues as rules for time served before parole consideration, parole decision guidelines, notification of parole decision, victim impact statement and victim notification, preparole investigations, and parole supervision. Board procedures are also explained for reprieves of various types: compassionate, medical, maternity, and educational. Procedures for sentence commutations and remissions are also described, as are procedures for granting pardons and restoring the civil and political rights of offenders. Constitutional and statutory provisions bearing on the board's work are included along with time-served rules for parole consideration.
