THIS RULE BOOK OF THE GEORGIA STATE BOARD OF PARDONS AND PAROLES PRESENTS POLICIES, PROCEDURES AND CONSTITUTIONAL AND STATUTORY LAWS USED BY THE BOARD IN ITS ADMINISTRATION OF EXECUTIVE CLEMENCY.
Abstract
THE BOOK PRESENTS INFORMATION USEFUL TO INMATES, COURT OFFICIALS, PAROLE AND PRISON PERSONNEL, AND ATTORNEYS. DIVIDED INTO 11 SECTIONS, IT DISCUSSES FUNDAMENTALS, PAROLE, REPRIEVE, COMMUTATION, REMISSION, YOUTHFUL OFFENDER CONDITIONAL RELEASE, PARDON, REMOVAL OF DISABILITIES, CONSTITUTIONAL AND STATUTORY PROVISIONS, AND PAROLE ELIGIBILITY SCHEDULE. THE BOOK DEFINES THE ROLE OF THE PAROLE BOARD IN GEORGIA, ITS PARAMOUNT DUTIES, AND RULEMAKING AUTHORITY. PAROLE-RATING GUIDELINES ARE GIVEN AS WELL AS INFORMATION ON NOTIFICATION OF PAROLE DECISION, WORK RELEASE REFERRAL, CONSECUTIVE AND CONCURRENT SENTENCES, PREPAROLE INVESTIGATIONS, AND RECOMMENDATIONS AGAINST PAROLE. THE SECTION ON COMMUTATION COVERS COMMUTATION OF UNJUST SENTENCE, DEATH SENTENCE, DISCHARGE PAROLEE, CREDIT REPRIEVE TIME, CREDIT JAIL TIME, AND CREDIT HOSPITAL TIME. A REPRIEVE FOR COMPASSIONATE OR MEDICAL REASONS IS OUTLINED. A DESCRIPTION OF HOW THE COURT SELECTS YOUTHFUL OFFENDERS IS INCLUDED AS WELL AS BOARD GUIDELINES ON YOUTHFUL OFFENDER PAROLE, RELEASE, OR DISCHARGE. (MJW)
