THE HISTORY, ORGANIZATION, FACILITIES, AND FUNCTIONS OF WEST GERMANY'S POLICE MANAGEMENT ACADEMY AT MUENSTER/HILTRUP ARE DESCRIBED.
Abstract
THE ARTICLE OPENS WITH AN OVERVIEW OF POLICE ORGANIZATION IN WEST GERMANY AND OF THE PREVIOUS TRAINING AND CAREER DEVELOPMENT OF STUDENTS WHO ATTEND THE ACADEMY. THE HISTORY OF THE ACADEMY IS TRACED FORM ITS BEGINNINGS AS A CENTRAL POLICE SCHOOL ESTABLISHED AT THE DIRECTION OF THE BRITISH MILITARY GOVERNMENT IN 1945. THE ORGANIZATION OF THE ACADEMY, WHICH FUNCTIONS AS A JOINT TRAINING AND RESEARCH FACILITY FOR FEDERATION AND STATE LAW ENFORCEMENT AGENCIES, IS DESCRIBED. THE ACADEMY DEALS WITH ALL ASPECTS OF POLICE ORGANIZATION AND ADMINISTRATION AND HAS DEPARTMENTS FOR EACH OF THE FOLLOWING SUBJECT AREAS: MANAGEMENT; OPERATIONAL TACTICS; TRAFFIC; CRIMINAL INVESTIGATION, CRIMINOLOGY, AND RELATED RESEARCH; LAW; SOCIAL SCIENCES; AND TECHNICAL POLICE EQUIPMENT AND RELATED RESEARCH. THE PURPOSE OF THE ACADEMY IS TO PROVIDE UNIFORM TRAINING FOR CANDIDATES FOR SENIOR POSITIONS IN POLICE AGENCIES, TO ORGANIZE CONTINUING TRAINING FOR UPPER-LEVEL POLICE EXECUTIVES, AND TO PROMOTE POLICE-RELATED RESEARCH. THE TRAINING PROGRAM FOR CANDIDATES FOR SENIOR POLICE POSTS IS DESCRIBED, AS ARE TEACHING METHODS. SPECIAL ATTENTION IS DIRECTED TO THE ACADEMY'S EMPHASIS ON INTERDISCIPLINARY STUDIES--AN APPROACH INTENDED TO ENABLE OFFICERS TO CONSIDER THE POLITICAL, PSYCHOLOGICAL, SOCIOLOGICAL, LEGAL, AND OTHER ASPECTS OF A SITUATION RATHER THAN CONCENTRATING SOLELY ON THE IMMEDIATE TACTICAL REQUIREMENTS. TOPICS COVERED IN THE ACADEMY'S CONTINUING EDUCATION CONFERENCES AND SEMINARS ARE NOTED. THE FUNCTIONS OF EACH OF THE SUBJECT AREA DEPARTMENTS NOTED ABOVE ARE OUTLINED, AS ARE THE FUNCTIONS OF THE ACADEMY'S ANCILLARY SERVICES (LIBRARY, MEDIA TECHNICAL SERVICE, POLICE HISTORY COLLECTION, INTERNATIONAL VISITS).
