The author contends that an April 1992 ceasefire communique issued by the Red Army Faction (RAF), a German terrorist group, marks the end of the RAF as a viable entity.
Abstract
The communique, and subsequent ones in June and August 1992, reflect the ideological fatigue, strategic confusion, and organizational isolation of the RAF. The communiques are also symptomatic of the decline in militant European communist groups that have plagued Western Europe since the late 1960's. With the surrender of the RAF, only three of nine communist terrorist organizations still exist: First of October Anti-Fascist Resistance Group in Spain, Revolutionary Organization 17 November in Greece, and Revolutionary Left (Dev Sol) in Turkey. The response of the German government to terrorism is discussed, and the April and June 1992 RAF communiques are appended. 21 notes
