This paper presents and describes six global programs under the United Nations Office on Drugs and Crime in areas identified as global threats, legal advisory, organized crime, trafficking in human beings, money laundering, corruption, and terrorism.
Abstract
In addition to the benefits, globalization has created new criminal threats to which governments must respond. To assist in the response, the United Nations Office on Drugs and Crime with the aid of specialists identified global threats. In turn, Global Programs were designed to implement high quality technical assistance in the respective areas and draw from their own and others experiences. The 6 global programs described in this paper are dedicated to the implementation of the Drugs Control Convention of 1988, the Convention against Transnational Organized Crime, the Protocol Against Trafficking in Persons, the anti-money laundering provisions in Drugs and Crime Conventions, the forthcoming Convention against Corruption and the 12 counterterrorism conventions. The six Global Programs include: (1) Legal Advisory Program--legal frameworks to effectively implement international drug control efforts; (2) the Global Program against Organized Crime; (3) the Global Program against Trafficking in Human Beings; (4) the Global Program against Money Laundering; (5) the Global Program against Corruption; and (6) the Global Program against Terrorism. Within each program description, the challenge of the program, the response by the program, the tools used by the program, and the impact of the program are provided.
