This document aims to provide a reference model framework of expectations and obligations for entities participating in any state, local, regional, or tribal information sharing enterprise.
This Global Justice Information Sharing Enterprise (GJISE) Statement of Participation provides a general set of obligations, rules, and remedies in support of the information-sharing environment; it also promotes interoperability, agility, and reuse of conformant information services. This document functions as a legal buttress to the operational rules and technical standards implemented in providing and using information services; it assigns legally enforceable actions in case a participant fails to abide by the agreed-upon rules, policies, and procedures. This document may be applied to all information services within the scope of GJISE. The introductory section provides a detailed explanation of the Statement of Participation’s purpose, background, objective, and scope. The document also provides a breakdown and description of mutual understandings and agreements, including service agreements, identity and access rights management, acceptable use, audit, conformance, financial agreements, privacy and data quality, governing law and jurisdiction, and more.
