Forensic photographer and fingerprint expert George Reis of the Newport Beach (Calif.) Police Department has a digital imaging company that assists police agencies in the transition from traditional to digital technology and offers suggestions for police agencies that are moving to the digital world.
Abstract
The benefits of digital imaging include speed and diversity in image delivery, the possibility of enhancing images and fingerprints of marginal quality, and the potential use of panoramic technology. Obstacles to the use of this technology are the false beliefs that courtroom evidence rules do not allow digital photography to be presented, that encryption is required, and that tampering is more likely with digital images than with traditional photography. Reis focuses on training, consulting, and enhancement when working with police agencies struggling with the decisions involved with changing to or effectively working with digital imaging technology. Reis also helps agencies determine their specific needs. Factors that affect an agency’s requirements include internal protocols, agency structure, proposed applications, and agency size. Reis recommends that agencies first determine their needs and the proposed uses of the technology and then integrate digital imaging into current procedures, starting with a small test first.
