THIS REPORT ANALYZES THE FEDERAL POLICY AND BUDGET FOR DRUG ABUSE PREVENTION AND CONTROL FOR FISCAL YEAR 1976, AND EXAMINES THE TYPES, TRENDS, AND ACTIVITIES OF STATE DRUG ABUSE COORDINATING AGENCIES.
Abstract
AFTER DESCRIBING THE MEANS BY WHICH THE FEDERAL DRUG ABUSE BUDGET IS DEVELOPED, THE AUTHORS PROVIDE BUDGETARY INFORMATION ON THE APPROPRIATIONS, OBLIGATIONS, AND OUTLAYS FOR THE FEDERAL AGENCIES PROVIDING DRUG ABUSE CONTROL AND/OR PREVENTION ACTIVITIES. DATA IS PRESENTED IN TABULATED FORM. FROM THE CHARTS, BUDGETARY APPROPRIATIONS FOR SUCH PROGRAM ASPECTS AS TRAINING, RESEARCH, EDUCATION/PREVENTION, TREATMENT, AND PROGRAM FUNDING CAN BE DETERMINED. INDIVIDUAL FEDERAL AGENCY BUDGETS ARE INCLUDED IN THE APPENDIX. THE AUTHORS NOTE THAT ONE OF THE IMPORTANT ADMINISTRATIVE FEATURES OF THE FEDERAL GOVERNMENT'S 'WAR' ON DRUG ABUSE IS THE REQUIREMENT THAT EACH STATE WISHING TO RECEIVE FEDERAL MONIES DESIGNATE OR ESTABLISH A 'SINGLE STATE AGENCY' TO PLAN AND COORDINATE THAT STATE'S EFFORTS IN DRUG ABUSE PREVENTION. THIS REPORT ANALYZES A REPRESENTATIVE SAMPLE OF THESE AGENCIES TO ASSESS THEIR ACCOMPLISHMENTS IN COORDINATING ANTI-DRUG ABUSE EFFORTS AND IN CONDUCTING THE STATE'S PLANNING PROCESS.
