Abstract
THE HISTORY OF THE GRAND JURY IS REVIEWED AS IS SUPREME COURT POLICY REGARDING THE GRAND JURY. POLITICAL IMPLICATIONS OF GRAND JURY POWER AND PROSECUTORIAL MANIPULATION. FEDERAL, STATE, AND LOCAL JUROR SELECTION PROCEDURES ARE EXPLORED. THE 'BLUE RIBBON' SELECTION PROCEDURES FOR JURIES IN CALIFORNIA, TEXAS, AND NEW YORK ARE COMPARED. A STATE BY STATE SUMMARY OF GRAND JURY SELECTION PROCEDURES AND DUTIES IS APPENDED.
