Offering suggestions in completing a grant application to those filing LEAA grant applications in Florida, this report addresses the three most important components of the grant application: the problem statement, measurable objectives, and evaluation.
Abstract
Initial planning measures involve applicant determination of grant eligibility and review of a guidelines document. The application's problem statement section identifies several types of data which can be used to identify and analyze criminal justice problems, such as data providing information on problem measurement, on the characteristics of the persons or the setting involved in the problem, and on the structure and operation of any of the various parts of the criminal justice system which are relevant to the problem. Examples are given of project goals. The section of the application on measureable objectives lists the characteristics which make those objectives acceptable and reviews the form of the measureable objective data which appears on the application. The final section on evaluation discusses three steps to be considered in setting up an evaluation component of the project: determining information needs, developing an information-gathering plan, and measuring abstract goals in concrete terms. A directory of the planning and grants management teams in Florida and illustrations of the regional and metropolitan planning councils and units are appended.
