REPORT ON A TECHNICAL ASSISTANCE STUDY OF THE STRUCTURE AND OPERATIONS OF THE GRAPEVINE (TX) POLICE DEPARTMENT TO DETERMINE THE ADEQUACY OF THE PRESENT ORGANIZATION TO COMBAT INCREASING CRIME AMONG AN EXPANDING POPULATION.
Abstract
THE STUDY WAS CONDUCTED IN RESPONSE TO A REQUEST FROM THE CITY MANAGER WHO WAS CONCERNED ABOUT AN INCREASE IN INDEX CRIMES AND PROJECTED EXPANSION OF THE GRAPEVINE POPULATION FROM THE CURRENT 11,000 TO ABOUT 50,000 BY 1993. DURING A SIX DAY ON-SITE VISIT IN JULY 1976, A CONSULTANT STUDIED DEPARTMENT RECORDS AND ACTIVITIES TO GATHER DATA ON RESOURCES, APPROPRIATIONS, ORGANIZATION, WORK CONDITIONS, FACILITIES, AND WORKLOAD. FINDINGS INDICATE THAT THE GRAPEVINE DEPARTMENT IS ORGANIZED BY SHIFT RATHER THAN FUNCTION, THAT PRESENT HEADQUARTER AND JAIL FACILITIES ARE INADEQUATE, AND THAT WORKLOAD IS INCREASING. RECOMMENDATIONS INCLUDE CONSOLIDATION OF SERVICES, PREPARATION OF A NEW RECORDS SYSTEM, A MOVE TO MORE ADEQUATE QUARTERS, INCREASE OF PERSONNEL FROM THE PRESENT LEVEL OF 27 TO 35, AND STRUCTURAL REORGANIZATION.
