THE FINDINGS, CONCLUSIONS, ALTERNATIVE SOLUTIONS, AND SELECTED RECOMMENDATIONS OF THIS STUDY WHICH EVALUATED GRATIOT COUNTY'S IMMEDIATE AND LONG TERM NEEDS FOR DETENTION, CORRECTIONS, AND LAW ENFORCEMENT SERVICES.
Abstract
THIS STUDY WAS FUNDED BY A FEDERAL GRANT FROM THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION, THROUGH THE MICHIGAN OFFICE OF CRIMINAL JUSTICE PROGRAMS. SPECIFIC OBJECTIVES OF THE STUDY WERE TO EVALUATE EXISTING FACILITIES; TO EXPLORE POSSIBILITIES IN REMODELING OR CONSTRUCTING NEW FACILITIES, TO PROJECT DIVERSION RATES AND DETENTION SPACE NEEDS, AND TO DEVELOP DETAILED OUTLINES AND COSTS FOR PROPOSED CHANGES INCLUDING SPECIFIC SPACE REQUIREMENTS AND FUNCTIONAL INTERRELATIONSHIPS. THE STUDY FOCUSED ON THE FACILITIES, OPERATIONS, AND PROGRAMS OF THE SHERIFF DEPARTMENT, SINCE THE SHERIFF DEPARTMENT PROVIDES DETENTION, CORRECTIONS, AND LAW ENFORCEMENT SERVICES IN THE COUNTY. METHODS OF STUDY INCLUDED INTERVIEWS WITH LOCAL OFFICIALS, REVIEW OF CRIME DATA FOR THE COUNTY, INTERVIEWS WITH INMATES, PERFORMANCE ON ARCHITECTURAL EVALUATIONS, AND PROJECTION OF COST AND SPACE NEEDS. AFTER SUMMARIZING THE FINDINGS OF THIS STUDY, THE REPORT OUTLINES THE PROBLEMS AND NEEDS IDENTIFIED FOR DETENTION, CORRECTIONS, AND LAW ENFORCEMENT SERVICES. ALTERNATIVE SOLUTIONS AND SELECTED RECOMMENDATIONS ARE THEN PRESENTED. THE APPENDICES INCLUDE RESULTS OF THE JAIL STUDY, DATA ON THE USE OF THE JAIL BY THE COURTS, DATA FROM A SURVEY OF COMMUNITY RESOURCES, AN ANALYSIS OF FACILITIES, AND DATA COLLECTION AND SURVEY FORMS.
