Abstract
INCLUDED IN THE ACCOUNT ARE A GENERAL DISCUSSION OF THE NECESSARY REQUIREMENTS FOR CREATING A WHOLLY COMMUNITY-BASED CORRECTIONAL SYSTEM AND A SECTION ON THE TREATMENT APPROACHES USED.
