This article discusses the requirement for programs and facilities appropriate to the needs of a growing population of older offenders.
Abstract
The Correctional Service of Canada is establishing programs responding to the unique correctional, social, and health needs of an aging offender population, i.e., those over age 50. These offenders are divided into three categories based on their incarceration history: those first incarcerated while young and who have grown old in a correctional institution as a result of lengthy or life sentences; those who made a criminal career part of their lifestyle and have served multiple sentences; and those serving their first sentence late in life, with no substantial criminal history. The article considers innovations from correctional institutions in the areas of health, accommodation planning, security, offender programming, training, and community release. It also presents statistics on the growth of the population of older offenders.
