A DESCRIPTION OF THE IMPLEMENTATION AND INITIAL OPERATION OF A GRIEVANCE PROCEDURE IN A CALIFORNIA YOUTH AUTHORITY SCHOOL.
Abstract
A SPECIAL CYA TASK FORCE IDENTIFIED THE NECESSARY COMPONENTS OF AN EFFECTIVE GRIEVANCE SYSTEM, INCLUDING INMATE PARTICIPATION, UNIVERSAL ACCESS WITHOUT FEAR OF REPRISAL, SPEED OF PROCESSING, AND APPEAL TO SOME FORM OF REVIEW FROM OUTSIDE THE CORRECTIONS DEPARTMENT. A MECHANISM EMBODYING THESE CONCEPTS WAS IMPLEMENTED IN SEPTEMBER, 1973. GRIEVANCE HANDLING DURING THE FIRST YEAR IS DESCRIBED. REACTION OF INMATES AND STAFF IS SAID TO BE FAVORABLE, AND THE PROCEDURE HAS BEEN DUPLICATED IN AT LEAST ONE OTHER INSTITUTION.
