THIS PAPER DESCRIBES THE RESULTS OF A STUDY ON DEALING WITH OPPOSITION OF LOCAL COMMUNITIES TO THE SETTING UP OF GROUP HOMES AND OUTLINES THE MASSACHUSETTS SYSTEM OF COMMUNITY-BASED JUVENILE CORRECTIONS.
Abstract
IT IS STATED THAT THE STUDY SHOWED THREE IMPORTANT FACTORS IN ESTABLISHING A GROUP HOME: KNOWING THE COMMUNITY, PLANNING A STRATEGY WHICH TAKES INTO ACCOUNT COMMUNITY RESPONSES, AND MINIMIZING CONFLICT AND THE EFFECTS OF PROBLEM SITUATIONS. A CHART SUMMARIZING THE CHARACTERISTICS OF SUCCESSFUL AND UNSUCCESSFUL GROUP HOMES IS PROVIDED. THE HISTORY OF THE MASSACHUSETTS DEPARTMENT OF YOUTH SERVICES IS TRACED FROM ITS PREVIOUS INSTITUTIONAL ORIENTATION TO ITS COMMUNITY-BASED, INDIVIDUALIZED TREATMENT SYSTEM. THE VARIOUS TYPES OF PLACEMENT AVAILABLE IN THE DEINSTITUTIONALIZED SYSTEM ARE SUMMARIZED IN CHART FORM.
