EXAMINATION OF THE USE OF PREPAID GROUP LEGAL SERVICES, MADE AVAILABLE EITHER THROUGH EMPLOYMENT OR THROUGH MEMBERSHIP IN AN ASSOCIATION, TO PROVIDE LEGAL SERVICES TO PERSONS WITH MODERATE INCOMES.
Abstract
THE FOCUS OF THIS REPORT IS THE DEVELOPMENT OF GROUP LEGAL SERVICE PLANS VIEWED IN THE CONTEXT OF TRADITIONAL METHODS OF DELIVERY AND OTHER NEW DEVELOPMENTS DESIGNED TO MEET THE NEEDS OF PARTICULAR GROUPS. SECTION ONE REVIEWS THE DEVELOPMENT OF LEGAL AID AND GOVERNMENTSPONSORED LEGAL SERVICE PROGRAMS. THE LEGAL NEEDS OF PERSONS OF MODERATE INCOME ARE DISCUSSED IN SECTION TWO, AND SECTION THREE CONSIDERS THE DIFFERENT MECHANISMS THAT CAN BE USED TO MEET THESE NEEDS, INCLUDING THE EXPANSION OF LAWYER REFERRAL SERVICES AND GOVERNMENT SUBSIDY OF LEGAL SERVICES FOR MODERATE INCOME GROUPS. SECTION FOUR EXPLORES THE OBSTACLES TO THE DEVELOPMENT OF GROUP LEGAL SERVICE PLANS NOW IN EXISTENCE OR IN PLANNING STAGES.
