THIS STUDY REPORTS ON A CONSULTANT'S APPRAISAL OF THE ADEQUACY OF POLICE SERVICES IN GUAM FOR THE PURPOSE OF IDENTIFYING THE TECHNICAL ASSISTANCE REQUIREMENTS AND RESOURCES NEEDED TO IMPROVE THE POLICE DIVISION.
Abstract
IN CONDUCTING THIS STUDY, A VARIETY OF DATA-GATHERING, ANALYTIC, AND EVALUATIVE TECHNIQUES WERE USED TO DETERMINE THE ADEQUACY OF EXISTING OPERATIONS, TO IDENTIFY TECHNICAL ASSISTANCE AND RESOURCE NEEDS, AND TO DEVELOP A REASONABLE AND APPROPRIATE LIST OF RECOMMENDATIONS FOR IMPROVEMENT. THE EXISTING SITUATION IN THE POLICE DIVISION OF THE DEPARTMENT OF PUBLIC SAFETY WAS DETERMINED THROUGH AN ONSITE VISIT CONDUCTED FROM MAY 23 TO JUNE 10, 1977. IT IS NOTED THAT MANY OF THE DIFFICULTIES CONFRONTING THE POLICE DIVISION HAVE RESULTED FROM RAPID, UNPLANNED POPULATION GROWTH ACCOMPANIED BY SERIOUS SOCIAL PROBLEMS. THE DEPARTMENT'S ORGANIZATIONAL INSTABILITY HAS RESULTED FROM THE FREQUENT CHANGES IN TOP LEADERSHIP AND MANAGEMENT AND THE MOVEMENT OF KEY TRAINED PERSONNEL FROM ONE ASSIGNMENT TO ANOTHER. SOME OF THE DEPARTMENT'S PROBLEMS ARE THE DIRECT RESULT OF THE UNIQUE GEOGRAPHICAL, CULTURAL, AND POLITICAL ENVIRONMENT IN WHICH IT MUST OPERATE. MANY SERIOUS PROBLEMS STEM FROM LACK OF ADEQUATE SUPERVISION AND MANAGERIAL CAPABILITY, LOW LEVELS OF PRODUCTIVITY, AND POOR UTILIZATION OF MANPOWER RESOURCES. SINCE THE MAJOR PROBLEM CONFRONTING THE DEPARTMENT WAS THE LACK OF ADEQUATE MANAGEMENT AND SUPERVISION OF HUMAN AND PHYSICAL RESOURCES, IT WAS RECOMMENDED THAT THE FOLLOWING AREAS RECEIVE IMMEDIATE ACTION: (1) ADMINISTRATIVE AND MANAGEMENT CAPACITY BUILDING; (2) OPERATIONAL TECHNIQUES AND PROCEDURES TO COVER THEM; (3) STAFF TRAINING AND DEVELOPMENT; (4) DETERMINATION OF ACTUAL MANPOWER AND STAFFING REQUIREMENTS AND ALTERNATIVE USES OF CIVILIAN EMPLOYEES; AND (5) EQUIPMENT AND FACILITIES. SPECIFIC RECOMMENDATIONS ARE DISCUSSED FOR EACH OF THESE IMPROVEMENT AREAS. STATISTICS ARE PROVIDED FOR CRIME RATES, POLICE OPERATIONS, AND COST OF OPERATIONS. (RCB)
