THIS PLAN REPRESENTS GUAM'S COMPLIANCE WITH FEDERAL REGULATIONS APPLYING TO CRIMINAL HISTORY INFORMATION SYSTEMS FUNDED BY LEAA.
Abstract
THE GOALS OF THE PLAN ARE TO INSURE THE PROTECTION OF INTERESTS OF THOSE PEOPLE WHOSE NAMES APPEAR IN THE CONTENTS OF A CRIMINAL HISTORY RECORD INFORMATION SYSTEM, AND TO PROVIDE REASONABLE PROTECTION FOR SUCH SYSTEMS AGAINST ANY LOSS, DAMAGE, OR UNAUTHORIZED ACCESS OF INFORMATION. GUAM UTILIZES NO COMPUTER HARDWARE IN THE COLLECTION, STORAGE, AND DISSEMINATION OF ANY CRIMINAL HISTORY DATA. THE FOCUS OF THE PLAN IS TWOFOLD: IT PROVIDES A PRIVACY AND SECURITY PLAN FOR IMPLEMENTATION IN A MANUAL SYSTEM AND PROVIDES GUIDELINES AND SUGGESTIONS FOR SUCH IMPLEMENTATION IN A COMPUTER SYSTEM. THERE IS NO CENTRAL REPOSITORY; SUCH A REPOSITORY FOR CRIMINAL HISTORY RECORD INFORMATION WILL BE HOUSED AT THE DEPARTMENT OF PUBLIC SAFETY. THIS CENTER FOR COLLECTING, STORING, AND DISSEMINATING ALL CRIMINAL HISTORY RECORDS INFORMATION WILL BE KNOWN AS THE CRIMINAL JUSTICE INFORMATION CENTER (CJIC). THE PLAN ADDRESSES THE RESPONSIBILITIES OF ALL AGENCIES INVOLVED IN THE SUCCESSFUL IMPLEMENTATION OF THE PLAN, PRESENTS THE IMPLEMENTATION MILESTONE SCHEDULE AND THE CERTIFICATION PROCESS, AND DISCUSSES THE DEVELOPMENT OF THE CJIC.
