This guide for new and existing members of California Alcohol Advisory Boards (AAB's) is designed to assist board members in fulfilling their responsibilities.
Abstract
The AAB is a group of citizens who volunteer to serve a county's board of supervisors and the County Alcohol Program Administrator in an advisory capacity on alcohol issues, priorities, services, and programming. Statutorily defined, the AAB is a voice comprised of local representatives from various constituencies and interests. The key role for the AAB is to have a hand in the annual planning process for alcohol-abuse prevention programs. This guide first outlines the historical background of California's alcohol program and identifies the legislation that created the AAB's. This is followed by a delineation of the primary responsibilities of the AAB and a suggestion for a board structure to implement them. Board composition is discussed, and suggestions are offered for member recruitment and retention. Suggestions for AAB effectiveness focus on board leadership, board member roles, effective meetings, and board planning. A strategy for planing encompasses problem recognition, problem definition, problem analysis, the identification of priorities and subproblems, the definition of desired outcomes, the identification of alternative methods and strategies, the selection of appropriate methods, action planning, implementation, and evaluation.
