This guide is designed to train retail clerks and managers of outlets that sell alcoholic beverages to check age identification, recognize false or altered identification, appropriately refuse sales, handle difficult situations that may arise, and develop the necessary skills for resisting pressures to sell to minors.
Abstract
The guide also focuses on retail outlet policy and helps managers and owners to develop and implement effective store policies to reduce the sales of alcoholic beverages to minors. Such policies are considered the most important part of responsible sales training, since they are the key to providing a work environment in which sales personnel are able and willing to implement the knowledge and skills they acquire through responsible sales training. This guide contains three integrated components: a training curricula for sales clerks, training curricula for owners and managers to develop supportive outlet policies, and a trainers guide for both the clerk and the owner/managers training curricula. Although the training provided through this manual was voluntary in the multi-community trial project, the lessons learned from this project and from other community efforts suggests that this training should be mandated, either by local ordinance or State law. The available research indicates that responsible beverage sales training is most effective when combined with increased enforcement of underage sales laws and with media advocacy efforts that focus on changing community norms regarding underage drinking and sales to minors. Of the three interventions, enforcement is by far the most effective. This guide was developed for use in California and makes reference to some specific provisions of California laws and regulations. This revised edition must be modified for use in other States to incorporate local laws and regulations. Appended summary of selected alcohol laws pertaining to off-sale retail establishments.
