Based on documents, discussions, recommendations, rules, and codes of conduct adopted by the United Nations (UN), this book traces the evolution and describes the structure as well as the main subjects of UN criminal policy.
Abstract
An overview describing the UN's evolving policy notes a move from an emphasis on offender treatment to socioeconomic, cultural, and political analyses of crime. A discussion of 'machinery' for devising policy identifies and explains the roles of the UN agencies which deal with penal, criminological, and related matters. A discussion of main subjects of UN criminal policy is divided into 41 subjects and briefly addresses the following: traffic in women, drugs, slavery, offender treatment, juvenile delinquency, capital punishment, the abuse of power, crime victims, and crime prevention. Other topics considered are development and planning, the new international economic order, the extent of crime, and criminal justice. Some suggestions for improving the UN's formulation of criminal policy cover improved organization, increased UN technical assistance, and more effective ways for determining the extent of the crime problem throughout the world.
