This report provides guidelines and recommendations for training in the use of imaging technologies for use in the criminal justice system.
Abstract
Personnel in the criminal justice system who work with images should know the common procedures, specific capabilities, and limitations of specific imaging technologies. The report presents several different categories of training and different categories of users. For example, categories of training include courses on general knowledge of the major elements of imaging technologies, skills and techniques, and court procedures in terms of both witness testimony and case preparation. The different categories of image users include police managers, crime scene technicians, police officers, lawyers, and judges. A table provides an assessment of the level of training recommended for each category of user. The remainder of the report addresses specific topical areas in which different user categories should receive more focused training. For example, police managers, supervisors, lawyers, and judges should receive enhanced awareness and issues training, such as on the status of imaging technology and on the current technologies available. Law enforcement officers are advised to seek additional training on first responder responsibilities, including the operation of cameras and their related equipment, procedures for recording quality images in various situations, and standards for the proper collection and preservation of the recording media. Crime scene technicians and imaging specialists are advised to have advanced training on video imaging techniques and equipment. Finally, issues to consider when addressing training needs are reviewed, such as selecting a training provider and testimony training.
