Abstract
The author discusses reasons for training, training objectives, training and investigation methods, coordination, model policies, and other training issues. He also examines reasons for collecting data on hate crimes and bias incidents for use in college and university plans dealing with such crimes and incidents. The author notes that the most effective and efficient way for campus police to deal with hate crimes is to develop and implement a hate crime training program and that training requirements reduce the limitations of ad hoc responses. Training objectives are specified according to knowledge, attitudes, and skills. Elements of a model response to hate crimes are identified, and the importance of police training to reduce bias and the need for coordination between law enforcement and other agencies are addressed. Group and individual hate crimes are distinguished, a hate crime reporting system is described, and steps campus police can take to deal with hate crimes are outlined.
