This text translates the Standards for Juvenile Detention Facilities, published by the American Correctional Association and the Commission on Accreditation for Corrections, into specific administrative and procedural activities.
Abstract
A policy and procedures manual is defined as a management tool that directs staff behavior by communicating the facility's philosophy and work plan as well as a mechanism for introducing new ideas and concepts to the staff. Ways to involve the staff in developing policies and procedures are suggested, including formulating structured task forces on administration, support services, security, and programs. Policy and procedure content, construction, and format are discussed, and implementing, monitoring, enforcing, and maintaining the policy and procedure manual are addressed. The user's key presents a standard format for writing each policy. Other concerns, such as administration, organization, and management of juvenile facilities are addressed. Also considered are fiscal and personnel management, training and staff development, administrative information and management, admission procedures, records, security and control, food service, sanitation and hygiene, juvenile rights, release preparation and transfer, rules and discipline, programs, and citizen involvement and volunteers. A policy and procedure task force organizational chart is included. Also provided are sample forms for use in juvenile detention facilities, including a critical incident report form, a confinement report form, a physical restraint report form, and a volunteer agreement.
