These guidelines for the development of policies and procedures for juvenile training schools are intended to assist juvenile training schools that are developing, revising, or upgrading policies and procedures.
Abstract
Facilities seeking accreditation will find the guidelines particularly helpful, because the model policies are keyed to the 'Standards for Juvenile Training Schools' published by the American Correctional Association. A section on the development of a policy and procedures manual is designed to aid staff members responsible for developing or upgrading a comprehensive policy and procedures manual. The 'user's key' is a detailed explanation of policy format. Sample policies and procedures compose the manual's major section. The standards addressed are referenced for each policy. The major policy and procedural areas are administration, organization, and management; fiscal management; personnel, training and staff development; administration information and research; records; physical plant; safety and emergency procedures; security and control; food service; sanitation and hygiene; and medical and health care services. Remaining topics addressed are juvenile rights, rules and discipline, communication (mail visiting, and telephone), resident programs, reception, classification, transfers, release, citizen involvement, and volunteers.
