Abstract
Specific policy guidelines for the program coordinator or administrator cover defining 'volunteer,' lines of authority and accountability, funding, support of volunteer staff, volunteer services documentation, public information and education, confidentiality, grievance procedures, liability coverage, training, and volunteer eligibility and application procedures, and policy review. Operational guidelines for the volunteer services manager discuss policy implementation, recruitment, job descriptions and role expectations, volunteer screening and selection, volunteer orientation and training, work assignments, supervision, and program evaluation. The rationale and method of implementation of these policy and operational guidelines are discussed, and information resources are provided. Steps for designing skill-based training programs are delineated, including task identification, determination of needed skills and knowledge, trainee assessment, and curriculum design. These collection, analysis, and uses of information in program planning and modification, budget management, and evaluation are discussed. Finally, 20 volunteer program models are described in terms of the needs addressed, program operation, service delivery, and special program considerations. Examples include juvenile recreation, furlough, parole supervision, advocacy, employment training, substance abuse, and legal aid programs.
