THE ELIMINATION OF OVER-CALL, OR THE CALLING IN OF MORE JURORS THAN ACTUALLY ARE UTILIZED, IS SEEN AS THE KEY TO THE REDUCTION OF JURY COSTS.
Abstract
LESS THAN HALF THE JURORS CALLED FOR BY JUDGES ARE ACTUALLY UTILIZED IN TRIALS. THE CONCEPT OF STAGGERING HAS BEEN DEVELOPED AS A TOOL TO ACHIEVE A HIGHER DEGREE OF JUROR UTILIZATION. CLOSE COORDINATION BETWEEN THE JUDGES' COURTROOM CLERKS AND THE CLERK IN CHARGE OF THE JURY ROOM WOULD FACILITATE GREATER CONTROL OVER TIMES WHEN JURORS ARE CALLED AND OVER THE SIZE OF THE JURY PANEL. THE FOUR IMPORTANT VARIABLES WHICH ARE CONSIDERED IN MODELING JURY MANAGEMENT PROCESSES ARE THE SCHEDULING OF VOIR DIRE IN RELATION TO TRIAL, THE PERSON OR PERSONS CONDUCTING THE VOIR DIRE, THE TYPE OF POOLING USED, AND THE TIMES VOIR DIRES START DURING THE DAY AND WEEK.
