Abstract
GUIDELINES ARE ALSO PROVIDED FOR PLANNING AND DEVELOPING ADULT TREATMENT PROGRAMS WITHIN THE COMMUNITY AND FOR THE DEVELOPMENT OF ALTERNATIVE CLASSIFICATION, ROUTING AND TREATMENT SCHEMES. THE MANUAL IS A SYSTEMATIC APPROACH TO THE ENVIRONMENTAL PLANNING AND ENVIRONMENT OF A COMMUNITY CORRECTIONAL SYSTEM IN WHICH INSTITUTIONALIZATION IS SEEN AS THE LEAST DESIRABLE DISPOSITIONAL ALTERNATIVE. THE BODY OF THE WORK IS PRECEDED BY A GRAPHIC REPRESENTATION OF THE CURRENT CRIMINAL JUSTICE SYSTEM WITH DECISION POINTS CLEARLY DELINEATED. ALTERNATIVE FLOW CHARTS ARE PROVIDED FOR ALCOHOL, DRUG AND SEX RELATED OFFENSES AND FOR FELONIES AND MISDEMEANORS. SECTIONS DEALING WITH THE ELEMENTS OF FACILITY PLANNING, TREATMENT PROGRAMS, OFFENDER CLASSIFICATION AND FINANCIAL MANAGEMENT ARE INTRODUCED SEPARATELY AND TOPICALLY SUBDIVIDED. THE GUIDELINES' LOOSE-LEAF BINDER FORMAT, PAGINATION AND INDEX SYSTEM ALLOWS FOR PERIODIC INCORPORATION OF NEW MATERIAL. SURVEY SHEETS WITH DETAILED INSTRUCTIONS ARE ALSO PROVIDED FOR INVENTORIES OF CURRENT AND FUTURE CORRECTIONAL NEEDS.
