DESCRIPTION OF PLANNING PHILOSOPHY AND PROCESS DESIGNED TO BE USED FOR THE PLANNING PROBLEMS ENCOUNTERED IN ALL STATE COURT PROGRAMS AND FACILITIES FOR BRINGING ABOUT DESIRABLE PHYSICAL CHANGE IN STATE COURTS.
Abstract
THE FIRST SECTION OUTLINES THE DIFFICULTIES INHERENT IN PLANNING FOR CHANGE IN STATE COURTS. AS A RESPONSE TO THESE DIFFICULTIES, THE SECTION SUGGESTS A PLANNING PHILOSOPHY AND APPROACH THROUGH WHICH THE DILEMMAS INHERENT IN PLANNING FOR CHANGE CAN BE OVERCOME; PARTICIPATORY PLANNING PHILOSOPHY IS THE BASIC CONCEPT RECOMMENDED. THE SECOND SECTION DESCRIBES IN MORE DETAIL THE PARTICIPATORY PLANNING APPROACH AND HOW IT SHOULD BE ORGANIZED. BESIDES DESCRIBING THE NECESSARY CONSIDERATIONS IN PARTICIPATORY PLANNING, MANY OF THE PLANNING PROBLEM ARE DEVELOPED. IN ORDER TO ESTABLISH A PARTICIPATORY PLANNING PROCESS, CREATION OF AN ISSUE-BASED INFORMATION SYSTEM (IBIS) IS SUGGESTED AS THE BASIC VEHICLE FOR ORGANIZING THE INFORMATION USED IN THE DESIGN PROCESS AS WELL AS GUIDING THE DECISIONMAKING ACTIVITY OF DESIGN.
