THIS MONOGRAPH DESCRIBES TWO PARTICIPATORY PLANNING PROCEDURES THAT ARE DIRECT APPLICATIONS OF THE PLANNING PROCESS MODEL DESCRIBED IN NCJ-37293.
Abstract
THE FIRST SECTION DESCRIBES A CONFERENCING TECHNIQUE FOR WORKING WITH A SMALL PLANNING TEAM OF 12 TO 15 PERSONS, THE COURT CONSULTANT, AND THE ARCHITECT. THE FOUR-STEP CONFERENCING PROCESS GUIDES THE USERS THROUGH THE ENTIRE DESIGN AND PLANNING PROCESS FROM PROBLEM FORMULATION TO INITIAL OCCUPANCY. THIS TECHNIQUE DIRECTLY INCORPORATES THE IBIS (ISSUE-BASED INFORMATION SYSTEM) SYSTEM OF GUIDING INFORMATION HANDLING. THE SECOND TECHNIQUE IS DESIGNED FOR LARGE GROUP PARTICIPATION AND DIRECTLY COMPLIMENTS THE CONFERENCING TECHNIQUE. THE CHARRETTE TECHNIQUE IS DESIGNED TO ELICIT THE EFFORTS OF NON-PROFESSIONAL PLANNERS AS WELL AS PROFESSIONAL PLANNERS AND DECISIONMAKERS THROUGH INTENSIVE 'BRAINSTORMING' AND EVALUATION SESSIONS.
