This report outlines policies for various areas of policing in Japan.
Abstract
The first section describes recent police reform policies developed in response to a succession of police scandals. The policies pertain to the proper handling of complaints, the creation of a Police Station Council, the strengthening of the Public Safety Commission and its inspection and monitoring functions, and the reporting of police disciplinary actions. Another section of this report pertains to policies for emergency public safety measures. These policies address comprehensive crime prevention measures, measures against organized crime and crime perpetrated by foreigners, terrorism countermeasures, and countermeasures for computer-related crime. Two sections present police policies for dealing with crime victims and for promoting the development of safe communities. Another section describes polices for the implementation of comprehensive measures designed to prevent street crimes and burglaries. This is followed by an outline of the implementation of comprehensive measures for juvenile protection and delinquency prevention. Policies regarding human trafficking crimes are designed to strengthen the control of such crimes and promote the protection of victims of human trafficking. Police policies that address organized crime focus on development of an infrastructure for measures against organized crime, the collection and analysis of information on organized crime, a strategic crackdown on organized crime, and investigative methods and countermeasures. Policies regarding traffic law enforcement focus on the prevention of traffic accidents, making traffic environments safe and friendly, and the development of exemplary traffic police officers. Also presented are policies in a counterterrorism action plan and policies for the creation of a police "info-communication" system.
