These guidelines, the result of phase II of a review of the Drug Control and System Improvement Formula Grant Program, are intended to assist States in the development and implementation of effective methods of monitoring and reporting the activities of their subgrantees.
Abstract
Objectives of the guidelines are to identify what must be done to design a monitoring system, to assess the most important issues to which a monitoring system must respond, and to provide examples of alternative monitoring practices. The goals of monitoring prescribed in the guidelines are to document subgrant activities, to ensure that subgrantees meet their commitments and adhere to program guidelines, to improve State activities by providing relevant information on subgrant performance, and to inform the Bureau of Justice Assistance about the use of formula funds. Elements of the monitoring system design specified in the guidelines are planning for a monitoring system, developing systems for data reporting, and ensuring that monitoring information is used.
