This article offers a practical, step-by-step process for developing, implementing, and revising an objective inmate classification system.

Abstract

The guidelines are based on the results of a survey of agencies using such systems, an indepth evaluation of the effectiveness of systems used by three State agencies, and the authors' experience in designing and implementing classification approaches. The necessary steps include, in consecutive order, the decision to develop an objective classification system, the commitment of top agency personnel to the enterprise, selection and use of project planning staff, the development of goals and objectives, appointment of an advisory group, and identification of salient legal issues to be addressed. Additional steps include selection of an approach to system development, preparation of the development plan and the implementation plan, pilot testing, development of written policies and procedures, and staff training. While agencies will have to particularize the guidelines to meet their own needs, these steps provide a framework for classification system development and subsequent implementation. 3 figures.
