This pamphlet recommends a juvenile intake strategy for the Serious Habitual Offender Comprehensive Action Program (SHOCAP), which is designed to increase the quality and relevance of information provided to authorities in the juvenile and criminal justice systems, thus enabling them to make more informed decisions on the management of habitual offenders.
Abstract
Intake legal or procedural restrictions require that lists of habitual juvenile offenders be kept from unauthorized persons. One means of doing this is to provide the list to the National Crime Information Center check system. When an officer checks a juvenile's name through the system, codes can be used to confirm or deny a subject's presence on the list. Another aspect of intake is the mandatory holding of all designated habitual offenders brought in on new charges. This involves special apprehension and investigation procedures and processing changes. The immediate notification to the prosecutor of the intake of a habitual offender is also part of the intake procedures. This depends on proper procedures for early identification that include prior records and case screening. The final aspect of intake is special followup and records preparation for detention hearings for designated habitual offenders.
