STATISTICAL STUDY OF THE PERSONAL AND CRIMINAL HISTORIES OF ALL HABITUAL OFFENDERS, BASED ON DATA OBTAINED FROM OFFICIAL RECORDS AND PERSONAL INTERVIEWS.
Abstract
PREVENTIVE IMPRISONMENT (VERWAHRUNG, I.E., SICHERUNGSVERWAHRUNG) IS A MEASURE APPLIED TO HABITUAL OFFENDERS IN SWITZERLAND, WHEREBY THEIR SENTENCES ARE LENGTHENED BUT THEY ARE RELEASED ON PAROLE FROM TIME TO TIME. THE PURPOSE OF THIS MEASURE IS TO PROTECT SOCIETY AGAINST THESE INDIVIDUALS. PART ONE GIVES FIGURES ON SUCH MATTERS AS THE OFFENDERS' ORIGINAL OFFENSES, THE NATURE OF ALL THEIR OFFENSES, THE CIRCUMSTANCES UNDER WHICH PREVENTIVE IMPRISONMENT WAS IMPOSED, AND VARIOUS FACTORS INVOLVED IN THEIR PERSONAL AND FAMILY HISTORIES. PART TWO PROVIDES 28 STATISTICAL TABLES COMPARING THE RELATIONSHIPS BETWEEN FACTORS IN THE OFFENDERS' PERSONAL AND CRIMINAL HISTORIES. AFTER EACH TABLE A NARRATIVE SUMMARY LISTING ITS IMPLICATIONS IS GIVEN. IN AN APPENDIX, THE AUTHOR DESCRIBES THE METHOD HE USED IN INTERVIEWING EACH OFFENDER PERSONALLY. --IN GERMAN
