AN IMPLEMENTATION HANDBOOK FOR LOCAL OFFICIALS AND PLANNERS, THIS MANUAL LISTS ALTERNATIVES TO TRADITIONAL CRIMINAL JUSTICE INSTITUTIONS WITH EMPHASIS ON WAYS TO MEASURE PERFORMANCE AND USE COMMUNITY RESOURCES.
Abstract
THIS EXAMINES THE COMPREHENSIVE, COMMUNITY-BASED CORRECTIONS PROGRAM IN POLK COUNTY, IOWA, DESCRIBING EACH ASPECT IN DETAIL FOR ADMINISTRATORS WHO WISH TO ADAPT THE IDEAS TO THEIR OWN LOCAL SITUATION. THROUGH THE VARIOUS COMPONENTS OF THE PROGRAM, OVER 1,500 ALLEGED AND CONVICTED CRIMINAL OFFENDERS WERE SERVED DURING 1972. EACH PROGRAM DESCRIPTION GIVES THE HISTORY OF THE DEVELOPMENT OF THE PROGRAM, DETAILS OF ADMINISTRATION, COMMUNITY RESOURCES USED, PROCEDURE FOLLOWED BY THE COURT, AND COSTS. THE PRETRIAL RELEASE PROGRAM INCLUDES VOCATIONAL COUNSELING, PSYCHIATRIC AND EDUCATIONAL EVALUATION, PRETRIAL SUPERVISION, AND NIGHTTIME HOURS TO ENABLE SUPERVISED PERSONS TO REPORT IN WITHOUT LOSING TIME FROM WORK. THE APPROACH INCLUDES EVALUATION, PERFORMANCE CONTRACTING, A TREATMENT PLAN USING EXISTING COMMUNITY RESOURCES, AND ONE-TO-ONE COUNSELING. PROBATION SERVICES, THE FORT DES MOINES MEN'S RESIDENTIAL FACILITY, AND EXPANSION OF SERVICES TO NEARBY AREAS ARE DESCRIBED. EVALUATION CONCLUDES THAT THROUGH AN ARRAY OF COMMUNITY-BASED PROGRAMS, THE FIFTH JUDICIAL DISTRICT DEPARTMENT OF COURT SERVICES APPEARS TO BE PROVIDING EFFECTIVE CORRECTIONAL SERVICES AT NO GREATER RISK TO SOCIETY AND AT SUBSTANTIALLY REDUCED COST. APPENDIXES REPRODUCE VARIOUS FORMS AND COURT ORDERS USED IN ADMINISTRTION OF THE SYSTEM AND A BREAKDOWN OF COSTS FOR 1972. (GLR)
