This handbook is intended to assist juvenile justice administrators, other government officials, and architects in planning secure and nonsecure juvenile facilities.
Abstract
It does not attempt to prescribe the model juvenile facility but rather gives direction in planning and preferred elements of a model facility. All elements of the handbook incorporate American Correctional Association Standards for Juvenile Training Schools, Detention Centers, and Community Residential Facilities. The focus is on three major categories of juvenile justice facilities: (1) long-term secure facilities, commonly called training schools; (2) short-term secure facilities, often referred to as detention centers; and (3) community residential facilities, nonsecure small facilities in community settings. In addition to containing juvenile standards, the handbook details the planning process, consultant and site selection processes, building and staffing costs, juvenile facility design and development, and elements of juvenile facility construction. The latter elements include juvenile housing, security and control, juvenile program spaces, juvenile services, administration, public areas, support areas, and special concerns.
