This handbook explains the basic concepts of managing Federal juries for Federal employees who administer juries.
Abstract
A discussion of juries and jury management addresses types of juries, an overview of the jury selection process and its goals, and the regional and national interest in effective juror use. Discussion of the development of an effective jury plan covers mandatory jury plan elements, plan approval and modification, distinct plans versus divisional plans, and jury manuals. Steps in the creation of a master jury "wheel" (a randomly drawn list or computer file of names that a court uses in selecting jurors) covers the identification of source lists, filling the master jury wheel, and emptying and refilling the master jury wheel. Steps in creating the qualified jury wheel focus on determination of the number of names needed, mailing qualification questionnaires, analyzing returned questionnaires, placing the names of qualified persons in the wheel, and emptying and refilling the qualified wheel. A chapter on the selection and summoning of prospective jurors addresses such issues as the determination of the service term, procedures of selecting and summoning, the establishment of hardship excuse policies, and the establishment of policies for exclusions. Other instruction encompasses impaneling the jury; implementing policies for juror comfort, education, and protection; administering grand juries; and maintaining jury selection records and information.
