Abstract
THE SOCIAL AND POLITICAL ISSUES RAISED BY VICE ENFORCEMENT ARE SUMMARIZED. THERE IS A DESCRIPTION OF THE ADMINISTRATIVE OPTIONS FOR ORGANIZING VICE ENFORCEMENT UNITS AND ESTABLISHING THEIR INTERNAL COMMUNICATIONS. THE RELATIONSHIP BETWEEN THE LEGAL SYSTEM AND VICE CONTROL IS EXPLORED. THE ROLE OF ORGANIZED CRIME IN VICE OPERATIONS IS EXAMINED. DETAILED GUIDELINES ARE PROVIDED ON THE ENFORCEMENT OF GAMBLING LAWS (BOOKMAKING, LOTTERIES, CARD AND DICE), SEX-RELATED OFFENSES (PROSTITUTION, CHILD MOLESTATION, HOMOSEXUALITY, AND LAWS AGAINST OBSCENITY AND PORNOGRAPHY. THE COMMON TECHNIQUES AND BEHAVIOR PATTERNS OF EACH TYPE OF VIOLATOR ARE DESCRIBED IN THE GUIDELINES.
