A VARIETY OF DIFFERENT SCHEMES ARE DISCUSSED FOR INVESTIGATING COMPLAINTS AGAINST THE POLICE, BUT THE DISCUSSANTS FAILED TO REACH A CONSENSUS ON WHICH METHOD SHOULD BE ADOPTED.
Abstract
VARIOUS INTEREST GROUPS' PROPOSALS INCLUDE SCHEMES FOR INDEPENDENT EX POST FACTO REVIEW AND FOR AN INDEPENDENT ELEMENT BEFORE AND IN DISCIPLINARY PROCEEDINGS AND APPEALS. THERE IS DISAGREEMENT ON WHETHER A SCHEME, IF ONE IS DECIDED UPON, SHOULD BE INSTITUTED BY STATUTE OR NOT, BUT THERE IS UNANIMOUS CONSENT THAT WHATEVER SCHEME IS ADOPTED SHOULD APPLY TO ALL POLICE IN ENGLAND AND WALES, NOT JUST TO THE METROPOLITAN POLICE.
