A REVIEW OF RECENT INCREASES IN THE INCIDENCE OF RAPE AND IN PUBLIC AWARENESS, A DISCUSSION OF GENERAL INADEQUACIES IN THE RESPONSES OF THE SYSTEM, AND AN IDENTIFICATION OF SPECIFIC SHORTCOMINGS IN POLICE HANDLING OF RAPES.
Abstract
A COORDINATED PROGRAM TO IMPROVE THE DEPARTMENT'S PERFORMANCE IN THIS AREA IS PROPOSED. THE PROGRAM WOULD CREATE A RAPE TEAM, WITH REPRESENTATION FROM STAFF AS WELL AS LINE UNITS, TO FOCUS ON RAPE AS A TARGET OFFENSE AND TO BRING ALL THE RESOURCES OF THE DEPARTMENT TO BEAR UPON THE PROBLEM. THE STRATEGIES OF PUBLIC EDUCATION, DEPLOYMENT, INVESTIGATION, AND TRAINING, AS WELL AS THE USE OF POLICEWOMEN ARE DISCUSSED.
