EVALUATION OF AN UNARMED SECURITY PATROL PROGRAM INSTITUTED IN AUGUST OF 1971 IN HARTFORD'S HOUSING AUTHORITY PROPERTIES TO REDUCE CRIME RATES AND COMMUNITY FEAR OF CRIME.
Abstract
THIS EVALUATION IS BASED ON INFORMATION GATHERED THROUGH INTERVIEWS AND QUESTIONNAIRES ADMINISTERED TO MEMBERS OF AGENCIES INVOLVED AND RESIDENTS. A REVIEW OF FILES AND RECORDS OF THE POLICE AND HOUSING AUTHORITY WAS ALSO CONDUCTED. MOST PERSONS INTERVIEWED ARE SAID TO HAVE BEEN ENTHUSIASTIC AND SUPPORTIVE IN THEIR EVALUATIONS OF THE PROGRAM. INADEQUATE MANPOWER AND TRAINING, RESISTANCE OF PATROL MEMBERS TO SUPERVISION, AND CARELESS AND INADEQUATE PLANNING ARE SAID TO BE THE PRINCIPAL DEFICIENCIES OF THE PROGRAM. ALTHOUGH SOME CRIME STATISTICS ARE PRESENTED, DATA ARE SAID TO BE INADEQUATE FOR AN EVALUATION OF THE PROGRAM'S IMPACT ON CRIME REATES RECOMMENDATIONS ARE MADE FOR IMPROVING THE PROGRAM'S EFFECTIVENESS.
