This report provides State officials with a collection of statewide hate crime data across the Commonwealth of Kentucky.
Abstract
Findings indicate that Kentucky reported a total of 48 hate crime incidents in 2007, down from 64 incidents in 2006. Although the FBI Uniform Crime Report (UCR) Program reported 48 hate crime incidents in Kentucky in 2007, the State police reported 56 incidents. In 2007, race was the most common motivation for hate crimes in Kentucky (68 percent). Of those incidents, 92 percent were anti-black. The second most common hate crime motivation was sexual orientation, representing 16 percent of incidents. Of those incidents, 67 percent were anti-male homosexual and 22 percent were anti-female homosexual. In 2007, 30 percent of all hate crimes in Kentucky occurred in a residence/home, 20 percent occurred in a school/college, and 13 percent occurred in a highway, road, alley or street. Of all hate crimes reported in Kentucky, 54 percent involved the offense of intimidation and 27 percent involved the offenses of destruction, damage or vandalism. The majority of suspected offenders were white (53 percent). The race of 39 percent of suspected offenders was unknown. The majority of hate crime victims in 2007 in Kentucky were individuals (84 percent).This report incorporates both official statistics from law enforcement and anecdotal evidence provided by State and national human rights organizations. Anecdotal evidence is included to provide a more comprehensive picture of statewide hate activity. Tables, figures, references, and appendixes
