This document is the proceedings of the Hate Crime Workshop held in Toronto, Canada, on November 15, 2005.
Abstract
The first topic of the workshop dealt with the differences between information on hate crimes available through various sources, including Uniform Crime Reporting (UCR) summary data, National Incident-Based Reporting System (NIBRS) data, UCR crime reports, Bureau of Justice Statistic (BJS) reports, and Department of Education data. The open discussion portion of the workshop covered issues dealing with the quality of training received by law enforcement personnel on the proper collection of data, and the challenges of performing hate crime victimization surveys. Following this discussion, the workshop then dealt with the topic of hate crime legislation, concentrating on issues such as lack of interest on the part of the public towards hate crimes, and the lack of focus on the organizational aspects of hate crime. The third topic of the workshop dealt with geography and mapping of hate crimes with the open discussion focusing on challenges faced by researchers when trying to map hate crimes, and retaliation and its relationship to space and diffusion. The fourth topic dealt with research on victims and victimization, with the open discussion concentrating on the idea of quantifying how hate crimes affect victims. The final two topics of the workshop covered research on offenders and evaluation research in the area of hate crime.
