A MASTER PLAN FOR CORRECTIONAL FACILITIES IN HAWAII FOLLOWED NEW FEDERAL GUIDELINES THAT TAKES ADVANTAGE OF ADVANCED PLANNING METHODOLOGY DESIGNED FOR TREATMENT AND REHABILITATION OF INMATES.
Abstract
ACCORDING TO A 1970 LAW, THE STATE LAW ENFORCEMENT AND JUVENILE DELINQUENCY PLANNING AGENCY WAS ABLE TO DEVELOP A MASTER PLAN FOR HAWAII. A KEY CONCEPT OF THE PLAN IS THAT COMMUNITY-BASED PROGRAMS ARE PREFERABLE TO INSTITUTIONAL TREATMENT WHENEVER POSSIBLE. OTHER IMPORTANT ASPECTS OF THE PLAN ARE INDIVIDUALIZED TREATMENT OF THE MANY KINDS OF OFFENDERS; COORDINATION BETWEEN THE JUDICIARY, LAW ENFORCEMENT SYSTEM, AND CORRECTIONS; AND THE STREAMLINING OF EXISTING SERVICES. THE SUMMARY PROVIDES A MASTER PLAN OVERVIEW AND SURVEYS THE EXISTING SYSTEM, SURVEYS THE OFFENDER POPULATION IN ORDER TO EVALUATE NEEDS, AND MAKES INMATE POPULATION PROJECTIONS USING SUMMARY GRAPHS. PARTICULAR PROGRAMS OPERATING UNDER THE MASTER PLAN ARE DESCRIBED, INCLUDING POLICE DIVERSION, CRISIS INTERVENTION, COMMUNITY BAIL, BUDDY SYSTEM, DEFERRED ADJUDICATION, COMMUNITY JOB PLACEMENT, CONDITIONAL RELEASE, NONRESIDENTIAL TREATMENT, AND OTHERS. A FACILITY ANALYSIS AND GENERAL PLANNING FOR FACILITIES IS MADE. IN THE DISCUSSION OF PLANNING DETERMINANTS, ATTENTION IS GIVEN TO DETAILS OF FUNCTION, SITE, SECURITY, FLEXIBILITY, CLIMATE, CONSTRUCTION TECHNOLOGY, AND ECONOMICS. EACH ASPECT OF GENERAL PLANNING IS DISCUSSED IN DETAIL AND FACILITY RESPONSES TO THIS ARE RECORDED TO COURT CIRCUITS. DIAGRAMS FOR FACILITIES ARE INCLUDED. ADMINISTRATION OF THE MASTER PLAN IS A KEY ISSUE. EXISTING ARRANGEMENTS ARE DESCRIBED AND SUGGESTIONS MADE FOR A UNIFIED CRIMINAL JUSTICE SYSTEM. (RFC)
