EVALUATION OF THE USEFULNESS OF CONDITIONAL RELEASE CENTER EXPERIENCE AS A CAUSAL PREDICTOR VARIABLE IN AN OFFENDER'S BEHAVIOR SUBSEQUENT TO RELEASE FROM CORRECTIONS.
Abstract
THE MAJOR BENEFITS AND COSTS ACCRUED TO AN EXPERIMENTAL GROUP OF 55 INMATES FROM LAUMAKA CONDITIONAL RELEASE CENTER WHO HAD PARTICIPATED IN WORK AND STUDY RELEASE ARE COMPARED TO THOSE ACCRUING TO A CONTROL GROUP OF 203 INMATES FROM HAWAII STATE PRISON WHO WERE PAROLED WITHOUT CONDITIONAL RELEASE CENTER EXPOSURE. STUDY FINDINGS REVEALED THAT THOSE FELONS WHO HAD GONE THROUGH THE CONDITIONAL RELEASE CENTER AS PART OF THEIR CORRECTIONAL COMMITMENT INCURRED LESS COSTS TO SOCIETY IN RELATION TO BENEFITS THAN THOSE WHO HAD NOT. THE DIFFERENCE WAS DUE TO LOWER CONDITIONAL RELEASE CENTER (CRC) OPERATING COSTS, WAGES EARNED BY CRC RESIDENTS IN THE COMMUNITY, AND SLIGHTLY BETTER PAROLE PERFORMANCE BY CRC RESIDENTS. A MAJOR BENEFIT OF THE CRC EXPERIENCE WAS FOUND TO BE THE PRODUCTIVITY OF RESIDENTS IN COMMUNITY JOBS. THE APPENDIX CONTAINS THE STATEMENTS OF PURPOSE OF THE TWO INSTITUTIONS INVOLVED IN THE STUDY AND THE TIME PERIOD AND COST CALCULATIONS USED. A LIST OF REFERENCES IS PROVIDED.
