THIS REPORT OF THE HAWAIIAN VICTIM COMPENSATION PROGRAM HIGHLIGHTS ITS SIGNIFICANT ACCOMPLISHMENTS AND DISCUSSES FUTURE NEEDS.
Abstract
THE HAWAIIAN VICTIM COMPENSATION PROGRAM PROVIDES COMPENSATION FOR VICTIMS OF CERTAIN CRIMINAL ACTS OR DEPENDENTS OF DECEASED VICTIMS IN ADDITION TO INDEMNIFICATION OF PRIVATE CITIZENS FOR PERSONAL INJURY OR PROPERTY LOSS. SINCE THE INCEPTION OF THE PROGRAM IN 1967, THE COMMISSION HAS MADE 1,303 AWARDS TOTALING $2,027,420.62, DENIED 335 CLAIMS, AND HAD 37 APPLICATIONS WITHDRAWN PRIOR TO FORMAL HEARINGS. THE OPERATING BUDGET FOR 1978 WAS $61,290 AND COVERED SALARIES, 'COMMISSION FEES,' RENTAL OF THE OFFICE, AND OTHER ADMINISTRATIVE COSTS. DURING THE PERIOD DECEMBER 16, 1977 THROUGH DECEMBER 15, 1978, THE COMMISSION RECEIVED 367 NEW APPLICATIONS. OF THE 296 DECISIONS RENDERED IN 1978, 216 RESULTED IN AWARDS, 78 WERE DISALLOWED, AND 2 APPLICATIONS WERE WITHDRAWN FOR PERSONAL REASONS. THE WORK OF THE COMMISSION WAS ACCOMPLISHED AT 55 FORMAL MEETINGS. DETAILED DATA ARE PRESENTED IN TABLES. A SHORT NARRATIVE SECTION THE YEAR IS ACTIVITIES.
