A PROGRAM FOR THE DEVELOPMENT OF VOLUNTEER RESOURCES TO AUGMENT EXISTING CORRECTIONAL SERVICES IS EVALUATED USING A PRODUCT EVALUATION CHECKLIST AND A PRODUCT EVALUATION PROFILE.
Abstract
THE OBJECTIVE OF THE CORRECTIONS VOLUNTEER SERVICES PROGRAM IS TO ENHANCE THE PROFESSIONAL STAFF'S CAPACITY TO GUIDE THE REHABILITATION AND REINTEGRATION OF OFFENDERS. THE PROGRAM, WHICH IS FUNDED BY THE HAWAIIAN STATE LAW ENFORCEMENT AND JUVENILE DELINQUENCY PLANNING AGENCY, BEGAN IN NOVEMBER, 1976, WITH THE HIRING OF A COORDINATOR. THE EVALUATION COVERS THE PERIOD BETWEEN JULY 1, 1977 AND MAY 1, 1978, WITH SOME REFERENCE TO THE PREVIOUS FISCAL YEAR. THE RESPONSIBILITIES OF THE COORDINATOR ARE LISTED. PROJECT TASKS INCLUDE RECRUITING, SCREENING, TRAINING, AND REFERRING POTENTIAL VOLUNTEERS FOR PLACEMENT IN CORRECTIONAL FACILITIES. THE PRODUCT EVALUATION CHECKLIST AND THE PRODUCT EVALUATION PROFILE COMPLETED BY THE PROGRAM COORDINATOR ARE PROVIDED, WITH COORDINATOR RATINGS SHOWN. SUPPORTING EVIDENCE FOR THE CHECKLIST RATING UNDER EACH ITEM IS PROVIDED. THE CHECKLIST CATEGORIES ARE AS FOLLOWS: NEEDS ASSESSMENT, OBJECTIVE CRITERIA, PERFORMANCE-EFFECT FACTOR, PERFORMANCE-OUTPUT DETERMINATION, PERFORMANCE-TECHNICAL, PERFORMANCE-CRIMINAL JUSTICE SIGNIFICANCE, AND COST AND COST EFFECTIVENESS. THE PRODUCT EVALUATION PROFILE SHOWS THAT ALL AREAS MEASURED MEET THE ACCEPTABLE LEVEL OF 2.0 OUT OF A POSSIBLE 4.0, WITH AN OVERALL MEAN OF 3.3. ALTHOUGH MAY TASKS WERE NOT PERFORMED AS SCHEDULED, THIS IS CONSIDERED TO BE AN EXPECTED PROBLEM WITH VOLUNTEER OPERATIONS. IT IS SUGGESTED, IN THE LIGHT OF THIS, THAT OBJECTIVES BE RESTATED TO INCLUDE REASONABLE TIME LIMITS AND MINIMUM LEVEL OF ACCEPTABLE PERFORMANCE. THE APPENDIXES INCLUDE VARIOUS REPORTS COMPILED DURING THE EVALUATION PERIOD, INCLUDING EVALUATIONS OF PARTICULAR VOLUNTEER SERVICES. (RCB)
